- Counter racism and discrimination
- Develop adult basic education

- Inform the public of their civic, legal, political, welfare, consumer and educational rights
- Promote and provide environmental studies and peace education
- Develop creative expression through the arts
- Encourage use of leisure time for educational and cultural activities
